STUARTHogg will captain Scotland in the Six Nations replacing Stuart McInally, who led the side during last year's unsuccessful World Cup campaign.
Exeter Chiefs full-back Hogg's first challenge in charge will be away to Ireland on February 1.
Head coach Gregor Townsend has included six uncapped players in his 38- man squad, with Glasgow trio Tom Gordon, Kyle Steyn and Ratu Tagive selected.
They are joined by Edinburgh back row pair Luke Crosbie and Nick Haining, with Gloucester's former Scotland U20 lock, Alex Craig, also getting the nod.
Townsend has also handed recalls to centres Matt Scott, Huw Jones and Rory Hutchinson after all three were left out of the squad that travelled to Japan.
