Bring back Saxons to develop Tier 2

TOOmany of the Tier 2 countries playing rugby don’t have exposure to the Tier 1 level of play.
A solution might be the reintroduction of Saxons-type teams from the Tier 1 countries fulfilling regular fixtures to help their development and widen the pool of players in the Tier 1 countries having Test experience.
Currently there are player welfare issues of less experienced Tier 2 guys coming up against full strength teams so this would be reduced.
Plus the number of games Tier 1 players play is constantly being reviewed.
