Early RWC draw risks French pool of death

IF World Rugby can make a mess of a World Cup draw, invariably they do.
Their current plan is to hold the draw for the 2023 World Cup in France three years in advance, by doing it this November.
You would have thought they might have learnt their lesson from the England fiasco in 2015, when the host nation exited the tournament in the pool stage after being grouped with Wales and Australia.
That was a consequence of Wales having slipped down the World Rankings when an unnecessarily early draw was made, and it looks like happening again.
