Jeff Blackett is not a name that will spring to mind if you are talking about England rugby and yet he has been one of the most influential members of the much-criticised RFU Council from which he will soon be stepping down after 25 years of service to the game.
In those years, Jeff has held many different positions including president, and always sought to move the game to a better place. Over that time he has seen and experienced some of the issues that have slowly eroded both the finances and status of the game.
