Time to enforce law on quick tapped penalties

I can't remember the last time I saw a quick tapped penalty taken correctly yet refs and assistant refs are absolutely draconian in pinging teams for not retreating 10m, making such tapped penalties impossible to defend most of the time.
As a game are we so pathetically needy for endless tries and basketball scores, the short-term sugar rush of action, that we have to make such a situation such a foregone conclusion? It’s becoming a farce and, for this rugby fanatic at least, more irritating than crooked feeds at scrum time.
