Cheating has aways been a part of the game

THE Saracens salary cap ‘scandal’ is discussed in great detail elsewhere in The Rugby Paper but some brief observations from this quarter.
First, it beggars belief that Saracens, if they believed they had found a legitimate loophole, didn’t check in with Premiership Rugby financial regulators step by step. Saracens will have known they were sailing very close to the wind and the smart thing to have done would be to cover their backs by getting everything pre-approved by Prem Rugby.
