Ring fence is long overdue

AS identified by Mark Evans, the effective ring fencing of the ‘top’ end of English rugby is overdue.
The lie of ‘chasing the dream’ is laid bare with certain businesses that provide rugby as ‘entertainment’ struggling with budgets in the millions of pounds, with consequent impact on hundreds of staff. These businesses should be ring fenced and the rugby community left to get on with producing players and supporters in their communities.
