Scrums costing fans too much game time

I BELIEVE we are being short changed and getting only an average of 60 or so minutes of actual play, due to various reasons.
I would offer one solution for pushing this nearer to the actual 80 minutes we should expect.
Time should be called when a scrum is awarded and put back on only when the ball is in play for a game to continue, irrespective of how many sets are needed to achieve this.
During a recent Premiership game I monitored a loss of 14 minutes for this reason, and that was without any penalties. It’s is a worrying trend.
