Support for the whole community

HAVING read the comments by RFU chief executive Bill Sweeney, I await to see how his comment “capable of supporting the whole rugby community from grassroots to the international stage” works out.
My hope would be that any franchise contract awarded would contractually obligate a ‘realistic’ percentage of the monies paid to be ring fenced to levels below the Prem elite. These monies being used purely for, to quote his words, “supporting the whole rugby community”.
