Lower league clubs must not pay players

WHAT is going on in junior rugby when teams in level six and below are paying players? Some teams seem to be paying out several thousand pounds per game and to my mind this is totally against the spirit of the game at that level.
Also many clubs at that level cannot afford that sort of expenditure so there can never be a level playing field. Teams are also importing players from the Southern Hemisphere which presumably means additional costs. My local village club happens to have a Slovenian international who plays for them regularly without payment and that is how it should be.
