Have two regional groups of eight clubs

I MUST disagree with Sir Francis Baron’s comments about promotion/ relegation in the Premiership.
The list of clubs in the league for the last 18 years, include only three teams NOT currently in the Premiership (not counting Saracens) and two of those teams have been in liquidation – Richmond and Leeds.
Cricket has a ringfenced league, because of the number of quality players available, the exact issue with rugby. The inference that the number of clubs would be restricted to 12 has never been said.
