Have laws changed since I was playing?

HAVING had my fill of bad team and referee performances after watching Wales v
England, I sulked and didn’t watch any rugby on Sunday.
Having got twitchy as I had a few games recorded, I watched Northampton v Bath. Great match until the 61st minute when Bath convert a penalty. Northampton restart and referee Ian Tempest shouts at a Saints forward several times ‘get back, get back, you’re in front of the kicker’.
He doesn’t go back. Bath get hemmed inside their 22 and kick the ball away giving Northampton possession. What is going on with our game?
