Stop clock and speed up game

I SUGGEST two simple law changes to give the paying fans more rugby to watch.
Stop the clock immediately a scrum is called with restart when referee calls ‘crouch’. If a reset is necessary repeat from time of collapse to ‘crouch’.
Average number of scrums each game is about 11 which would mean absolute minimum 11 minutes additional play.
Second, stop the clock when a lineout is called with restart when players assemble for the lineout. Average number of lineouts per game is about 20 which would mean at least another five minutes additional play.
