Easy fix to speed up game

I PROPOSE some law changes to speed up the game and clarify decisions.
For drop-outs on halfway and 22m, players should be behind the line not the kicker: simplification.
When calling for a mark, the catcher retires 10m so the attacking side are on mark, returning to the old rule: reduce advantage to defending side.
Stop having a meeting prior to line out: speed up the game, give ten seconds from ball going into touch to ball being thrown in.
Reduce the time given for advantage following penalty: play goes on far too long usually before returning to penalty
