Reform the scrum, fast

WELL done Nigel Owen for speaking out for a straight feed into a scrum. Would Sir Bill Beaumont promise to enforce this ruling if reelected?
During lockdown I have been rewatching lots of my rugby videos from the 90s. It is amazing to see how quickly scrums reformed and got on with the game.
If someone popped up as the ball was fed in, tough luck on that team. The ref just played on. The offending player had as good as lost that scrum for his team.
