Free-kicks would speed up the game

AT PRESENT referees will automatically award a scrum for minor indiscretions such as a forward pass, knock on, etc.
I would like to suggest a revision of the laws which would keep the scrum but also free the game up from the regular slowdown of setting and re-setting.
Allow the official the opportunity to offer the ‘put in’ team the option of a free kick or scrum. I don’t think many teams would choose a scrum in their own 22 no matter how good their forward pack is.
