Do Sarries deserve a bigger budget?

I AM in full favour of the salary cap and I am no fan of Saracens (Gloucester born!). But is there an argument for Saracens being given a larger budget – and Harlequins for that matter.?
There is a London weighting for civil service and public sector workers. Let’s face it, the south east and London in particular are another country when it comes to cost of living and salaries.
Maybe there is an argument for applying the London weighting to the salary cap.
