Expand World Cup for a global game

THE first three World Cup competitions had 16 countries entered into the finals. Since then including this one, there have been 20 teams participating.
Since 1987, there have been only 25 countries achieving the finals tournaments.
This shows the narrowness of a game that is played on a worldwide basis. There has to be an expansion. Perhaps enlarging the finals to allow for 24 (or more) would help.
I believe that Association Football has managed its World Cup far more inclusively than has our game.
