Why not expand Premiership but split conferences?

ANY reformatting of the Premiership has to take into account many conflicting requirements. Ring-fencing the league is an aim for many and unpopular with as many more.
Perhaps a way forward would be to increase the Premiership to 14 for starters. The league could even one day be expanded further with an eventual two division format like the PRO14, the North and South divide for instance. This would further delay any need for relegation.
