Expand to 14 with 3-year moratorium

A COMPROMISE on the ring-fencing row would be to expand the top tier to 14 clubs and retain promotion/ relegation using a penalty points system spread over three seasons.
The same can be done for the top two in the Championship to decide the promoted team.
It would give clubs time to build for the top because often a few months at the end of the season is not enough to get out of a ‘yo-yo’ situation.
