Who do loan deals benefit in long run?

WHEN is a rugby club not a rugby club? When it is merely an accommodation for a Premiership club.
Last week I believe Loughborough Students fielded a squad of 20 that contained 13 players with Leicester Tigers connections. What benefit is this to a third tier club or National 1 as a league?
The Students have lost all credibility in pursuing this partnership. All this does is falsify the playing strength of the National 1 club. Tigers are the only ones to benefit, which is what I assume is exactly what RFU professional director Nigel Melville wants.
