Why did refs allow laws to be ignored?

REGARDING Wayne Barnes’ comment last week: “Most of the Premiership clubs are now hooking and everyone in the England set-up is doing so, so everything is encouraging that ball to come back. The work we’re doing is aimed at being positive.”
Hooking should never have been allowed to be refereed out of the game. Not refereeing the put-in in Southern Hemisphere created a problem we never had. If it’s a Law then we should apply it.
