Tier 2 teams need greater assistance

SO four years on, after all the rhetoric as to what needs to be done to bring Tier 2 standards up, nothing much has been done. Polynesian teams have improved but that is mainly due to players returning home after years of underpinning Tier 1 nations. For the likes of Uruguay, Namibia, Chile, Portugal, Georgia – plus all those who failed to qualify – more needs to be done.
Tier 1 nations need to dismantle their cabal and create a new vision for the game. Beating a team by 60 points is not entertaining!
