Tomas ducks that 60-cap rule again

EXETER re-signed Tomas Francis last week and in doing so appear to have reduced the Welsh Rugby Union’s 60-cap rule to an embarrassing state of impotency.
The rule is supposed to bar any player with fewer than 60 Tests from Wales selection if he chooses to remain at an English club rather than join a Welsh region. Francis’ renewal of his deal with the Chiefs means he is staying on their reservation until 2021, at the earliest.
