Second fine for Tigers is case for concern

The recent announcement of a second salary cap infringement by Leicester indicates that the Premiership’s policing of its own financial regulations remains desperately inadequate – despite the DCMS grilling of its chief executive, Simon Massie-Taylor, 18 months ago.
Whether PRL’s salary cap director, Andrew Rogers, works solo, or has a team of investigators, discovering a £47,136 breach four years after it happened (2019-20) is snail-slow.
