Far too much time is being wasted

AFTER watching the recent set of internationals I was impressed by the overall standard of officiating except for timekeeping.
There is undeniable proof that many minutes are lost due to the referee either not instructing his “timekeeper” to stop the clock, or forgetting! Angus Gardner, the referee in the second Test between South Africa and New Zealand, spent over three minutes resetting one scrum. It is time for World Rugby to address this failing.
