Salary caps have been agreed by all

IT would appear that Gloucester scrum-half Tomos Williams is destined to join Leicester Tigers second row George Martin at Saracens who are regarded as conforming to salary cap restrictions.
Similarly, Bath have assembled a squad of internationals with Prem Rugby seeming to accept they are also operating within the rules.
The rights, wrongs and logistics of a salary cap may be debated but the clubs agreed to this restriction and shook hands with one another.
