Who will pay for stadium costs?

THE RFU annual report 2025 was published recently showing a small profit for the year. There are many references to a “Stadium Masterplan”. At the final Bill Sweeney Road Show held at Newbury
RFC the CEO explained that the refurb cost would be about £650m. Would this cause a match ticket price rise or a reduction in funding for the community clubs?
