We have to release funds for grassroots rugby

A look

My heart sank when I read a headline about a proposed extension/renewal of the moratorium on promotion from the Champ.
However, my understanding, on further reading, is that the appointed rep. of the Champ clubs is involved in the ongoing discussions with the RFU and PRL and interested outside parties and, since I have yet to read any comments from the 2nd tier, let alone any detailed proposals, I think it better to reserve judgment.
