How could Ramos call for knock on?

WITH the change from Premiership to European Cup games we get the problem of having to suffer poor french referees. How do some of these get to ref in the top competition?
There was an obvious high tackle when Gloucester’s Jake Morris was about score a try which was dismissed by ref Luc Ramos, his decision was a knock on! Also the rubbish comments about this incident from pundits Ben Kay and Brian O’Driscoll add insult to injury.
