What’s the reason for anonymity?

CAN anyone tell me why the RFU keep the names of the people doing the review of England’s performance a secret.
It just doesn’t make sense. Is it because there isn’t such a committee and it’s left to Bill Sweeney and performance director Conor O’Shea to mull it over?
