Otley scored their first try bonus win of the season in a match they gradually took hold of.
Tigers were first to come close to scoring after five minutes after a penalty was put in the corner, but they lost the line-out and Otley were able to clear their lines.
Against the run of play, Eddie Crossland charged down a clearance, the ball went over the line and he dived on it to score. Gavin Stead converted.
Sheffield responded two minutes later with a penalty, Harry Chapman kicking from 35 metres out.
