Flow of subs can wreck momentum

WHAT gives with this constant shipping on of subs after 50-60 mins – seemingly because the clock says so, but totally unrelated to the needs of the situation?
Recently I have seen repeated examples of how counter-productive this can be; none more so than in the Women’s Six Nations match between Wales and France.
On 50 minutes, with Wales beginning to develop a distinct momentum, on they came and all momentum was lost.
