Plan to re-shape and safegaurd our community game

A LOT has been said about players leaving the game due to travel, and commitments in playing lower leagues rugby. Maybe, the RFU needs to cast adrift the Premiership and even the Championship (if PRL will take them!), and concentrate on creating an amateur system below this.
