SCOTT Baldwin believes inconsistent refereeing of the scrums has contributed to Wales’ set piece problems at the World Cup.
Wales set down a marker last Sunday with a stunning victory over Australia to take control of Pool D but their scrummaging remains an issue.
And former Wales hooker Baldwin thinks it is an area his countrymen will need to improve significantly if they are to go deep into the knockout stages.
