THE decision by a World Rugby independent committee to parachute Russia into the 2019 World Cup at the expense of Spain, with the shadow of a matchfixing scandal hanging over the crucial qualifying game between Belgium and the Spanish, is the worst solution available.
World Rugby have so far failed to get to the nub of the matter by exposing the decisions made by Rugby Europe, and a Romanian president who allowed Romanian match officials to be appointed for a match with a direct bearing on whether Romania would qualify.
