ENGLAND equalled their worst ever finish in Cape Town by missing out on the Cup quarter-finals and losing to USA 17-12 in the ninth-place play-off. With only a comfortable 33-7 win over Spain to show for their efforts, defeats to Scotland and France meant England faced a USA team falling short of the form which saw them run Fiji close for the World Sevens Series title in June.
