George Skivington does not believe Wales reducing the cap threshold from 60 to 25 for players leaving the country without making themselves ineligible for the national side will make much difference in the short-term.
The switch is likely to mean that Gloucester wing Louis Rees-Zammit is not put into the position where, like Wales flanker Ross Moriarty who left the club to join the Dragons, he is forced to choose between club and country.
If he stays fit, Rees-Zammit will hit the 25-mark later this year and, having come through the ranks at Kingsholm, will then have the option...
